CHAPTER-1
INTRODUCTION
This hand book is published under Section 4(1) (b) of the Right to Information Act, 2005 for providing information to its readers regarding functioning of the Indian Red Cross Society, Punjab State Branch at Chandigarh. It will be useful for various departments, as well as citizens who may wish to obtain information regarding this subject. It contains information regarding the organizational structure of the Punjab Red Cross and the rules/regulations under which the services of its employees are governed.

CHAPTER-2
THE PARTICULARS OF ORGANIZATION, FUNCTIONS AND DUTIES-SECTION 4(1) (B) (i)
The Governor, Punjab, is the President, Chief Minister, Punjab is the Vice-President & Chairman, First Lady of Punjab Raj Bhawan and Wife of Chief Minister, Punjab are the Pro-Vice-Presidents of the State Branch. The Managing Body consists of 10 ex-officio members. Besides this one representative from each of the District Branches of Red Cross and 9 elected members, 4 members to be nominated by Governor, Punjab, four social workers from District Red Cross Branches in alphabet order, in each year and Vice-Chairman is elected from amongst the members of the Managing Body.Constitutional Powers:
The Governor, Punjab, presides over the meetings of the Managing Body & the Annual General Meeting and in his absence the meetings can be held under the President ship of Chairman or in the absence of both, by the Vice-Chairman as per article 18 of the Constitution of the Punjab Red Cross.CHAPTER-3
THE POWERS AND DUTIES OF ITS OFFICERS AND EMPLOYEES-SECTION 4 (1) (B) (ii).
Function and duties of Secretary:
The Secretary is the Executive Officer of the Managing Body of Punjab State Red Cross Branch and Administrative Head of the State Branch subject to the control of Vice-Chairman, Chairman, the President & the Managing Body of the State Branch. For day to day work of the State branch, he is the Chief Executive Officer. He has been delegated the power to incur expenditure as per approved budget by the Finance Committee up to Rupees One lakh on any single item. Beyond this the cheques are signed by the Vice-Chairman & the Secretary of the State Branch as per Article 30(d-i) as per approved amendment in the A.G.M. of the State Branch held on 29.11.2006. He executes service agreements, leases and sign and verify affidavits, petitions etc. on behalf of the Managing Body. He has the power to compromise, settle & refer to arbitration any dispute relating to State Branch.
Function and duties of Joint Secretary/Deputy Secretary:
To supervise administration and all welfare programmes of the Red Cross and its allied bodies like St. John Ambulance and State Red Cross Hospital Welfare Section.
Duties & Functions of Social Welfare Officer:Social Welfare Officer is responsible for the social welfare work in the Hospitals of Chandigarh and activities of District Hospital Welfare Sections. He also supervises the working and maintenance of official vehicles including Ambulances and Funeral Vans in the capacity of Transport Officer.
Functions and Duties of Publicity Officer:
Publicity Officer looks after publication work of the State Branch including writing & printing of Annual Reports. He is responsible for press coverage of all the events & programmes of the Red Cross at State Level. He also supervises the work related to maintenance of office building and staff quarters of Red Cross.
Sr. Field Officer
He is responsible for the work assigned to him by the Secretary from time to time.
State Training Supervisor.
He is responsible for First Aid & Home Nursing training, holding of Lecturers Training camps for teachers and putting up first aid posts at public gatherings.Superintendents:
They supervise the office work and are assisted by Sr. Assistants, Clerks and Class IV employees.CHAPTER-4
THE PROCEDURE FOLLOWED IN THE DECISION MAKING PROCESS, INCLUDING CHANNELS OF SUPERVISION AND ACCOUNTABILITY; (SECTION 4(1) (b) (iii))
The office follows Punjab State Red Cross Rules approved by the Managing Body and also Punjab Govt. instructions with regard to the internal process and working. The files are put up by the dealing assistants to the concerned officers/superintendents and put up to the Secretary through the Joint Secretary/Deputy Secretary.
Secretary is the Chief Executive Head in so far as the work and establishment of the Red Cross is concerned. The Secretary is Drawing & Disbursing Officer of the State Branch in respect of establishment of the Punjab State Red Cross and other expenditure as per provisions contained in Article 30 (d-i)

THE NORMS SET BY IT FOR THE DISCHARGE OF ITS FUNCTIONS: (SECTION 4(1) (b) (iv))The office attempts to discharge its function in an efficient, transparent and time bound manner.

DISCHARGING ITS FUNCTIONS: (SECTION 4(1) (b) (iv))The functioning of the Indian Red Cross Society is governed by the policy, rules and instructions of the Punjab State Red Cross. All employees rely on these in the discharge of their official functions. These rules, policies and instructions are derived from the Constitution & Indian Red Cross Society Act and the decision of the Managing Body of State Red Cross and Executive Committees of St. John Ambulance and State Red Cross Hospital Welfare Section.

Files related to the appointments of all the employees of the State Branch
Files relating to the appointment of Vice-Chairman & the Secretary.
Reports received from the Distt. Red Cross Branches, Distt. St. John Centers and Distt. Hospital Welfare Sections.
Service Rules & personal files of the staff.
Celebrations of important days and general files.
Files relating to various subjects handled at State Branch.
CHAPTER-8
THE PARTICULARS OF ANY ARRANGEMENT THAT EXISTS FOR CONSULTATION WITH OR REPRESENTATION BY THE MEMBERS OF THE PUBLIC IN RELATION TO THE FORMULATION OF ITS POLICY OR IMPLEMENTATION THEREOF: (SECTION 4(1) (b) (vii))The Secretary is the Chief Executive Head of the State Branch in so far as day to day work of the office is concerned and discharge most of his functions on the advice of the Managing Body and Vice-Chairman as per decisions and resolutions passed by the Managing Body.

The staff of the Indian Red Cross Society is paid monthly remuneration as per Society’s Rules & decision taken in the Managing Body.

THE MANAGER OF EXECUTION OF SUBSIDY PROGRAMMES, INCLUDING THE AMOUNTS ALLOCATED AND THE DETAILS OF BENEFICIARIES OF SUCH PROGRAMMES; (Section 4(1) (b) (xii))Subsidy/Grants from Govt. of India, Ministry of Welfare and Punjab Aids Control Society are received for Drug Deaddiction Centres / Counselling Centre and HIV/AIDS Programme. Various programmes are carried out by the Punjab Red Cross for the welfare of the poor patients, handicapped persons, destitute women, needy students and general public.

PARTICULARS OF RECIPIENTS OF CONCESSIONS, PERMITS OR AUTHORIZATIONS GRANTED BY IT; (SECTION 4(1)(b) (xiii))Punjab Red Cross provides grants to sister welfare organizations like St. John Ambulance, Punjab State Centre, Hospital Welfare Section and relief and assistance to the poor patients and needy students in the schools & colleges of Punjab. Grants are also provided for holiday home camps for the school students organized by the Distt. Education Officers in Punjab.

Indian Red Cross Society Act XV of 1920, Constitution of the Indian Red Cross Society, Punjab State Branch, Folders of information regarding Red Cross and its activities in Punjab are available with the Punjab State Red Cross Branch. Most of the information and record available in the Indian Red Cross Society, Punjab State Branch has not yet been reduced to electronic form. However, efforts are being made to expedite this.
